যে ঝড় বহিয়া থাকে তাহা কাহারও অবিদিত নাই। কংগ্রেস যে একটি খাঁটি গণতান্ত্রিক প্রতিষ্ঠান, ব্রিটিশ সরকারের সহিত রফা করিয়া সে যে-শাসনতন্ত্রের প্রতিষ্ঠা করিতেছে তাহা যে জন-গণ-অনুমােদিত, এ কথা সে উচ্চকণ্ঠে ঘােষণা করিয়া থাকে। অথচ জনগণ তাহার কিছুই জানে না, কিছুই বােঝে না; যদি অবস্থাবিশেষে পড়িয়া তাহা বুঝিতে চায়, তবে ধমক খাইয়া নিরস্ত হয়,―বলিবার যো নাই যে, এমন ব্যবস্থায় কেন স্বীকৃত হইয়াছিলে? এমন অদ্ভুত গণতন্ত্র কোন্ দেশে আছে? কংগ্রেস-প্রেসিডেণ্টও যে তেমনই জন-গণ-নির্ব্বাচিত, তাহার একটি প্রকৃষ্ট প্রমাণ―বড় কর্ত্তারা যাহাকেই খাড়া করেন, তিনিই নির্ব্বাচিত হন;―unity ও discipline-এর কি মহিমা! ইংরেজ-প্রভুদেরই যত দোষ!]
