Iule 11,–The allowance of interest on any principal debt or liability shall not exceed 12 per cent. per annum from the date on which it was incurred to the date of determination, or from the date of determination to the date of payment. Q Rule 12.-Notice shall be given to each creditor of the date on which orders will be passed by the manager on his claim. If any oral evidence in support of the claim is adduced, it shall be recorded by the manager in the English language, and shall be filed with the papers relating to the claim. The manager may from time to time, as seems necessary, adjourn the passing of orders on any claim. Notice of such adjournment shall be given to the claimant or his representative. இ Rule 13.—The manager shall record in the English language reasons for his decision on each claim, and within one week of the date of such decision, a copy thereof shall be prepared in the vernacular of the district for delivery to the creditor on application. Rule 14.—The scheme mentioned in Section ll of the Act shall be submitted by the , manager through the Deputy Commissioner, who will forward it, with his opinion, to the Commissioner. The manager shall note in such scheme the order in which he proposes to pay the admitted debts. The manager, in determining the order for payment of the debts, will, as far as possible, give preference first to claims of mortgagees and conditional vendees removed from possession under Section 16 of the Act; secondly, to decrees of court; and thirdly, to bond debts. joule 15.-Applications by the manager, under Section 16 of the Act, for the removal of a mortgagee or conditional vendee from possession shall not be inade without the sanction of the Commissioner. Rule 16.--The power to lease, under Scotion 17 of the Act, shall be subject to the following provision —No lease shall be given for any term exceeding three years without the sanction of the Deputy Commissioner, or exceeding four years without the sanctiou of the Commissioner. The 1st October 1877–It is notified, under Section 75 of Act X (B.C.) of 1871 (the District Road Cess Act), that the Road Cess Committee of the district of Noakholly have, under Section 74 of the Act, determined to levy the cesses under that Act for the cess year commencing from the 1st October 1877 at the following rates, being the maximum rates, and the said rates are published accordingly:— I. Six pies, or two pice, on cvery rupee of the annual value of lands under Part II of the Act. II. The following rates on non-agricultural houses and shops estimated to be of the present value of Yearly Cess, Кs. А. т.
