( ૧૨8 ) [ PART IIA, 66. If at any meeting of the Board a quorum is not present, the Chairman, or, in his absence, the Vice-Chairman, shall adjourn the meeting until such other day as he thinks fit. At each adjourned meeting any number of members present, not being less than three, exclusive of the Chairman and the Vice-Chaurman, will form a quorum. Proceedings. இ. 67. At least ten days' notice of all meetings shall be given to every member. Provided that the annual budget estimate shall be circulated to all the members of the Board at least a fortnight before the date fixed for its consideratiou. Provided also that the accidental failure of service of notice on any member shall not invalidate the proceedings of any meeting. Ö 68. The notice shall set forth clearly and fully the business to be transacted at the meeting, and no business other than that so stated shall be transacted except with the assent of the members present. 69. The latest day for holding a meeting under section 46 to determine the rate at which road cess shall be levied in the district during the ensuing cess year shall be the 31st August. 70. The Chairman, or, in his absence, the Vice-Chairman, -hall preside at every meeting, and in the absence of both the Chairman and Vice-Chairman, the members present shalf choose some one of their number to preside 71. All questions duly submitted to a B Murd shall, unless otherwise provided by the Act, he decided by a majority of votes if the votes are equal, the President shall have a see ind or casting vote. Provided that the President shall not have a casting vote of his own election to any office, or his own conduct in any matter connected with the Board, is in question. 72. The business at met tungs of a Board shall, if all the members present know Fngl sh, be conductel either in English or in the vernacular. If any of the members present do not understand Erglish, it shall be the duty of the Chairman to have the subject-matter explained to them when the business is not conducted in the vernacular. 3. The minutes of the proce dings of a District Bo ird shall be re, orded in English. The minutes of the proceedings of a Locol Board shall be record, d ithel in English or in the vernaculur, as inay be provided in 1ts rules of business 74 Every motion or amendment duly made auds conded, and press, d to a divisito shall be reduced to writing before beinz put to the vote. A copy of the minutes of the proceedings of any meeting of a Board sh ill be supplied to every member of such Board who may apply for 16. If the members fall to elect their ViceChairman or Chairman wi him the appointed time, the Lieutenant Governor chall appoint the Vice-Chairman or the Chan man as the casę may be. 77 Within a week from the date unon, which the names of the elected members, and the names or official designations of the appointed members of a Loe il Board, s , all have been published in the Cal, utta Gazette, the Magistrate shall give notice to the members of such Local Board, calling upon them to hold a meeting on a specified date to elect from among their own number a Vice-Chairman and a Ghirman, unless they decide to request the Lieutenant-Governor to appoint a Chairman.
