বিক গুণের এই সকল ফুল অত্যন্ত অশুভাবস্থায় প্রস্ফুটিত হইল যেহেতুক আথেন্‌স নগরে যে ব্যক্তি শ্রেষ্ঠ তিনি স্বীয় প্রতিবাসিরদের অপেক্ষা শ্রেষ্ঠতাপ্রযুক্ত নগর হইতে নিত্য তাড়িত হইতেন। কিন্তু স্পার্টাতে এতদ্রূপ ছিল না ঐ নগরনিবাসিরদের অসভ্যতাচরণের দ্বারা গুণ সকল আচ্ছন্ন হইয়া থাকিল সেই স্থানে দেশের মঙ্গলের নিমিত্ত স্বীয় প্রাণপর্য্যন্ত দেওয়া উচিত এমত উপদেশ করা যাইত কিন্তু আথেন্‌স নগরে কেবল দেশের হিতের নিমিত্তই কালযাপন করা উচিত এমত সকলকে উপদেশ হইত।
