রােম নগরে স্ত্রীলোক অপেক্ষা পুরুষ অত্যধিক হওয়াতে রম্যুলস আপনার সহকারি ব্যক্তিদের নিমিত্ত নিকটবর্ত্তি সাবিন লােকেরদের স্থানে কোন মন্ত্রণার দ্বারা উপযুক্ত সংখ্যক স্ত্রী আনাইলেন তাহা না হইলে ঐ নবস্থাপিত নগর ক্রমে বিলুপ্ত হওনের সম্ভাবনা ছিল। ঐ স্ত্রী সকল তিনি ছলে বা সন্ধিক্রমে প্রাপ্ত হন ইহা নিশ্চয় করা এইক্ষণে দুঃসাধ্য। সাবিনেরদের সঙ্গে এতদ্রূপ সম্বন্ধ হওয়াতে লোক সংখ্যার এমত বৃদ্ধি হয় যে নগরস্থ লোক একেবারে দ্বিগুণ হইল। এতদ্রূপ প্রজাসমূহেতে নগর পুষ্ট হইলে রম্যুলস চতুর্দ্দিকস্থ ক্ষুদ্র২ রাজ্যে যুদ্ধ আরম্ভ করিলেন। ঐ ক্ষুদ্র২ রাজ্য সামান্যতঃ এক বা দুই নগর এবং
