রোমানের স্বীয় নগর পুনর্গন্থন সমাপ্ত না করিতে২ নিকটবাসি যে২ দেশীয় লোকেরদের সঙ্গে রাজ্য সৃষ্টিঅবধি অবিরত যুদ্ধ ছিল তাহারা পুনর্ব্বার প্রতিকূল্যাচরণ করিতে লাগিল কিন্তু তৎকালীন সর্ব্বাপেক্ষা প্রধান যোদ্ধা কামিলস তাহারদিগকে জয় করিলেন। অপর গলেরদের প্রত্যাগমনের চারি বৎসর পরে যে মানলিয়সের সাহসেতে পূর্ব্বোক্ত মতে রােম নগরের দুর্গ রক্ষা পাইয়া ছিল তিনি দীন দরিদ্র লোকেরদের প্রতি দয়া করিতে লাগিলেন। ঐ দরিদ্র লোকেরদের ঘরদ্বার পুনর্ব্বার প্রস্তুত করণার্থ পুনশ্চ কর্জ করিতে হইয়াছিল এবং অতিনিদারুণরূপে তাহারদিগকে ধনি উত্তমবর্ণেরা ক্লেশ দিলেন অতএব মানলিয়স তাহারদের উপকারার্থ নিজের অর্থ ব্যয় করিতে লাগিলেন তাহাতে ধনি লোকের রাগী হইয়া মানলিয়স রাজা হওন অভিপ্রায়ে ইতর লোকেরদের
