পি মাকিদোনীয়া দেশের জয়হওনঅবধি এতদ্রূপ ধর্ম্মহীনতা ক্রমে২ রাজ্যমধ্যে বর্দ্ধিষ্ণু হইতে ছিল তথাপি কার্থাজ সত্ত্বে একপ্রকারে এই দুষ্ক্রিয়া থামনি ছিল। কিন্তু ঐ প্রতিযােগি নগর সমভূমি হইবামাত্র রোমানেরা নির্লজ্জ হইয়া অসদ্ব্যবহার ও বিশ্বসঘাতকতা ও নির্দয় আচরণের পথে ধাবমান হইলেন। ইহা তাঁহারদেরই ইতিহাসবেত্তা স্বীকার করিয়া কহেন যে “তাঁহারদের রাজসভ্যেরা ও দেশপতিরা ও বিদেশে প্রেরিত উকীলেরা সকলই এই কূকর্ম্মে রত হইলেন”।
