৩য় সংখ্যা ] SAASAASAAMAMAeAAASAAAS -^مب-ب۔-- ধরিয়া কয়েক লক্ষ লোক বেঞ্চণর অাছে, এরূপ অবস্থা ঘটে ; তাহাদের মধ্যেও আবার একই লোক বরাবর বেকার থাকে না। কিন্তু সুপুষ্ট রাষ্ট্রীয় কোষ হইতে তাহাদের প্রতিপালনের ব্যবস্থা সহজেই হয়। আমাদের দেশের মত ছুর্ভিক্ষ তথায় হয় না, তজ্জন্ত অনশনে মৃত্যুও হয় না। তাহার কারণ, ইউরোপের নানা দেশে এত ধন উৎপন্ন হয়, যে, কোথাও শস্তের অভাব ঘটিলেও অল্প দেশ বা স্থান হইতে খাদ্য আমদানী করিবার মত যথেষ্ট অর্থ থাকে। ভারতবর্ষে বর্তমান কালে যথেষ্ট ধন উৎপন্ন হয় ত হইয়া থাকে, কিন্তু তাহার একটা খুব বেশী ভাগ নানা আকারে বিদেশীদের হস্তগত হওয়ায় দেশের অন্নাভাব ও অর্থাভাব দূরীভূত হইতে পারে না । বাংলা দেশের আট নয়টি জেলা হইতে ফুর্ভিক্ষের সংবাদ পাওয়া যাইতেছে। কিন্তু কোথাও চাউল অপ্রাপ্য নহে, টাকা দিলেই কিনিতে পাওয়া যায় ; লোকদের হাতে টাকা না থাকায় তাহারা কিনিতে পারিতেছে না । মুঞ্জন্ম হইলে চাষীরা নিজেদের জন্ত যথেষ্ট শস্ত সঞ্চয় করিয়া রাখিতে পারে । কম শস্য জন্মিলে তাহাদিগকে টাকা দিয়া খাদ্য কিমিতে হয়। টাকা না থাকিলে তাছাদের অন্নাভাব ঘটে । এইজন্ত, তাহাদেয় চাষ ছাড়া রোজগারের ও সঞ্চয়ের অন্ত কিছু উপায় থাকা আবশ্বক। যাহার চাষী নয়, তাহাদেরও রোজগারের এমন উপায় থাকা আবখ্যক যাহাতে তাহার। ছুর্দিনের জন্ত কিছু সঞ্চয় করিয়া রাখিতে পারে । রোধ, গারের নানা উপায়ের মানে দেশে নানা রকমের ব্যবসা, নানা রকমের পণ্যশিল্প, এবং অন্ত নানাবিধ কাজের অস্তিত্ব। তাছার মানে এই, যে, দেশটি কৃষিপ্রধান থাকিলে চলিবে না। অনেকে বলেন, ভারতবর্ষ চিরকালই কৃষিপ্রধান ( agricultural ) দেশ ছিল, *१jलिब्रवठ्ठल (manufacturing) so all ट्रेझ! ভুল। কবি অবশু পুরাকাল হইতেই ভারতবর্ষের একটি প্রধান অবলম্বন ছিল। কিন্তু সভ্য মানুষের অন্ত যাহা কিছু আবগুক, তাছাও প্রচুর পরিমাণে উৎপাদিত হইয়া দেশের অভাব মোচন করিত, এবং উদ্বৃত্ত দ্রব্য বিদেশে চালান হইত। এইজন্য অনেক বিদেশী লোকের একটা অভিযোগ ছিল, যে, ভারতবর্ষ নিজের পণ্যের বিনিময়ে বিবিধ প্রসঙ্গ—স্বরাজ ও বাংলা দেশে দুর্ভিক্ষ സാ مسیه همپیما BS) কেবল সোনা গ্রাল করে, কোথাও পণ্যের বিনিময়ে লোনা রপ্তানী করে না। খন টনের “প্রাচীন ভারতের বৃত্তান্তে” (“Description of Ancient India” ce) fists अjuष्ट्र “Ere the ಶ್ಗ looked down upon the valley of the Nile, when Greece and Italy, , those cradles of , European civilization. nursed only the tenants of the wilderness, India was the seat, of wealth and grandent. busy population had covered the land with the marks of industry: rich crops of the most coveted productions of mature annually rewarded the toil of the husbandman.
