8) বঙ্গের বাহিরে বাঙ্গালী। Department is too small, and the new Inspector should be an Englishman; were a native Inspector to be appointed there is no one whom I consider better qualified for the office than yourself ' ১৮৬৪ সালে “লাহোর গভর্ণমেণ্ট কলেজ” স্থাপিত হয়। ডাক্তার লাইটনার তাহার প্রিন্সিপ্যাল হন। কলিকাতায় যেমন এসিয়াটিক সোসাইটি, পঞ্জাবে সেইরূপ “আঞ্জুমান-ই-পঞ্জাব” নামে একটী সভা আছে। এই সভা ডাক্তার লাইটনার, বাবু শ্যামাচরণ বসু এবং বাবু নবীনচন্দ্র রায় প্রমুখ জনহিতৈষিগণ কর্তৃক প্রতিষ্ঠিত হয়। শ্যামাচরণ বাবুর অধ্যবসায়ে লাহোরে “শিক্ষা-সভা” নামে স্ত্রীশিক্ষা ও সাধারণ শিক্ষাপ্রচারিণী আর একটী সভা স্থাপিত হয়। শ্যামাচরণ বাবু এই সভার সম্পাদক মনােনীত হন। পঞ্জাবের ছোটলাট ইহার সভাপতি ছিলেন। এলাহাবাদ ইনষ্টিটিউট নামক সাহিত্যসভায় বাবু সারদাপ্রসাদ সান্নাল যেরূপ উত্তর-পশ্চিম ও অযোধ্যা প্রদেশের উচ্চশিক্ষাপযোগী কলেজ সংস্থাপনের প্রস্তাব করিয়াছিলেন, বাবু শুষ্ঠােমাচরণ বসু তদ্রুপ ‘শিক্ষা-সভার’ এক অধিবেশনে পঞ্জাবে বিশ্ববিদ্যালয় প্ৰতিষ্ঠার সাধু প্ৰস্তাব করিলেন। বলা বাহুল্য প্রস্তাবটি তৎক্ষণাৎ গৃহীত হইল, কিন্তু শুষ্ঠােমাচরণ বাবুর মৃত্যুর পর লাইটনার মহোদয় কর্তৃক কাৰ্য্যে পরিণত হইল। এই প্ৰস্তাব সম্বন্ধে পঞ্জাবের বিখ্যাত টিবিউন * পত্রে এই মৰ্ম্মে লিখিত হয়— "The Panjab University was the creation of almost an accident. A meeting was one fine day held in the Siksha Sabha Hall somewhere about the begining of I865 and there was some conversation about Oriental Education. Babu Shama Churn Bose 4 in course of the conversation suggested the formation of an institution which should foster the cultivation of Western as well as Eastern learning. The keen foresight of Dr Leitner looked through the suggestion and he eagerly caught hold of it as capable of indefinite expansion.
