FINANCE: (a) (b) (c) (d) (e) (f) Financial matters in each zone will be managed by the Zonal Finance SubCommittee. The Finance Sub-Committee shall consist of 5 members. The Chairman of the Zonal Administrative Council and the Zonal Administrative Officer shall be ex-officio member of the Finance Sub-Committee and the rest three members will be selected by the Council from among its members. Fund shall be operated through a Bank Account. Joint Account will be opened in the names of all the members of the Finance Sub-Committee and the same will be operated in the following manner: Cheques will be issued by the Zonal Administrative Officer and will be countersigned by the Chairman of the Zonal Administrative Council or in his absence by any one of the other members of the Finance Committee. Necessary Funds will be released by the Govt. on monthly basis specifying allocations under each head of expenditure. Expenditure cannot be exceeded in any head without prior sanction of the Government. The Zonal Accounts Officer will maintain proper accounts in accordance with the General Financial Rules of the Government. The Accounts shall be audited at least once a month by the Auditor appointed by the Finance Department.
