 Mr. Speaker: The IIon. Member asks leave to move the Adjournment of the House under Standing Order No. 9 for the purpose of discussing a specific and urgent matter of public importance, namely,

 “the need for the British Government to increase greatly their contribution towards providing for the refugees who have come from East Pakistan to India, and at the same time to clarify their policy towards Pakistan.”

 Under Standing Order No. 9, Mr. Speaker is assumed to take account of the factors set out in the Standing Order and also, I think, to take note of what takes place on the Floor of the House. Having regard to these matters, I have considered the Hon. Member's application, of which the IIon. Member was kind enough to give me notice, but I am afraid that I cannot accede to his request.

 Later

 Mr. Whitelaw: In view of the exchanges I had with the Leader of the Opposition, it might be helpful for the House to know that discussions have already taken place through the usual channels. It is proposed that tomorrow's debate on the Adjournment-the situation in Pakistan-should continue till about eight o'clock and that the debate on aid should start thereafter, with a suspension of the Rule for one hour for that debate till about eleven o'clock. The Orders of the Day will be taken thereafter. I hope that this arrangement will be considered satisfactory to the house and that at the same time it will be thought that adequate notice has been given to the House of the change in tomorrow's business.
