I am hopeful that there will be an early vote on the Resolution I introduced to bar further U. S. arms shipments to Pakistan until the conflict is resolved. Equally urgent, however, is an emergency effort to forestall the still greater horror of mass famine in Bengal. I am shocked by the neglect of this problem, and am urging the administration to take immediate and strong measures to mount the necessary relief effort.
