(v) The Sub-Divisional Awami Muslim Leagues and City Leagues. (vi) Primary Leagues.
4. Every member of a primary branch of the East Pakistan Awami Muslim League must be (a) a Muslim, (b) a citizen of East Bengal, and (c) not less than 18 years of age, provided that a candidate for membership who does not fulfill all or any of the above conditions, may be exempted from all or any of the said conditions by the Working Committee of the East Pakistan Awami Muslim League.
5. Every member of a primary League shall declare in writing that he/she adhere to the objects and rules of the League mentioned herein. A member shall cease to be a member unless he/she renews his/her membership by signing membership form for the next following year within two months.

The office-bearers of the Provincial Awami Muslim League shall be elected every year by the Council of the Provincial Awami Muslim League from amongst its members at the first meeting, hitherto referred to as the annual meeting, to be held after the annual election to the Council by the different District Leagues and its reconstitution in accordance with Section 9 and they shall hold office until the next annual election but shall be eligible for re-election.
8. No person shall be an office-bearer of the East Pakistan Awami Muslim League unless he/she is a member of some primary branch of the organisation.
