I would suggest that the great success achieved in making overall evaluations of the economic situation and prospects by Bank missions gives enough assurance that the total deployment of Bank resources will serve development objectives in the employment field, without regard as to whether these resources are tied to Projects or not.
Also essential is a reformulation of lending criteria and appraisal procedures of the Bank and other external lenders that would reflect the awareness of the importance of employments creating investments and favoring a more egalitarian Pattern of production. We recognize that this border concept of the development process with require time and intensive study before it can be implemented and look forward to the Bank's leadership in this field as in many others.
