পূর্ব-এশিয়ায় ভারতের স্বাধীনতা আন্দোলন পরিচালনার জন্য “ভারতীয় স্বাধীনতা লীগ” গঠনের সিদ্ধান্ত করেন। Indian Independence League এর উদ্দেশ্য হিসাবে এই প্রস্তাব গৃহীত হয়:—“Independence complete and free from foreign domination, interference and control of whatever nature shall be the object of the movement” এই সম্মেলনে গৃহীত অন্য একটি প্রস্তাব—“Military action against India will be taken only by the Indian National Army and under the command of Indians, and that the framing of the future constitution of India will be left entirely to the representatives of the people of India.” ব্যাঙ্ককে ১৫ই জুন হইতে ৯ দিন ব্যাপী যে বৃহৎ সম্মেলন হয়, তাহাতেও ‘ভারতের পূর্ণ স্বাধীনতা অর্জ্জন’ই লক্ষ্য বলিয়া ঘােষণা করা হয়। সম্মেলনে ভারতবর্ষ ও আজাদ হিন্দ্ ফৌজের প্রতি জাপগভর্ণমেণ্টের নীতি কি হইবে তাহা সুস্পষ্টরূপে ঘােষণা করিবার জন্য জাপগভর্ণমেণ্টের নিকট দাবী জ্ঞাপন করা হয়। এই সম্পর্কে Rebel Daughter's Diary (বিদ্রোহী তনয়ার ডায়েরীতে লিখিত হইয়াছে:—“The conference decided to organise the Azad Hind Fauz under the direct Control of the Council of Action of the League, The Fauz must be accorded the powers and status of a Free National Army of Independent India on a footing of equality with the army of Japan. It is laid down in clear terms that the Fauz shall be used only for operations against foreigners in India for the purpose of securing and safeguarding Indian National Independence and for no other purpose.” (June, 1942)
