seize their persons or expell them are equally difficult, and that to confine them to their fastnesses or cause them to retire to the Marhatta territory for a time which is all that can be done by regular troops, is insufficient to protect the country from their depredations, because they can occasionally return, and plunder, and when pursued easily elude all search from their knowledge of the country and skill and dexterity in passing through it. This is proved by the general conviction that they are able to put in execution their threats of vengeance in case of refusal to satisfy their demands. They accordingly maintain their authority merely by threats over large tracts of country in spite of all the powers of the civil Magistrate aided by the military.”
অর্থাৎ “অভিজ্ঞতা দ্বারা আমার এই শিক্ষালাভ হইয়াছে যে সর্দ্দারগণ অবাধে যে কোন প্রকার অত্যাচারের অনুষ্ঠান করিতে সমর্থ। তাহারা যেপ্রকার স্থানে বাস করে, তাহাতে তাহাদিগকে ধৃত করা কি তাহাদিগকে বিতাড়িত করা দুরূহ কার্য্য। রীতিমত সামরিক অভিযান প্রেরণ করিলে অহাদিগকে নিজ নিজ দুর্গে আবদ্ধ রাখা কি তাহাদিগকে কিছু দিনের জন্য মারাঠা রাজ্যে পলাইয়া যাইতে বাধ্য করা যাইতে পারে; কিন্তু তাহাতে তাহাদের অত্যাচার হইতে দেশ রক্ষা করিতে পারা
