গরীব বাঙ্গালী একথাও বলিতে পারে যে নূতন গবর্ণমেণ্টের জন্য বৎসর বৎসর যে রাশি রাশি টাকা ব্যয়িত হইবে তাহার কিয়দংশমাত্রে শুধু পূর্ব্ববঙ্গ নয় সমস্ত বঙ্গের ঐরূপ অনেক উন্নতি ও উৎকর্ষ সাধন করা যাইতে পারিত। তবে একটা কথা আছে। গবর্ণমেণ্টের পক্ষ হইতে বলা হইতেছে যে নূতন গবর্ণমেণ্টের ফলে পূর্ব্ববঙ্গের অভূতপূর্ব্ব ধনবৃদ্ধি হইবে— আর্থিক সমৃদ্ধি খুব বাড়িবে। বাঙ্গালী অন্নের কাঙ্গাল, ধনাগম হইলে যথার্থই ধন্য হইবে, নূতন গবর্ণমেণ্টের ব্যয় যতই হউক তাহার গায়ে লাগিবে না। কিন্তু তাহা হইবে কি? হিন্দু মুসলমানের যেরূপ অদৃষ্ট তাহাতে তাহাদের আর্থিক সমৃদ্ধি হইবে মনে করিতে সাহস হয় না। আর ফুলর মহোদয় সম্প্রতি চট্টগ্রামবাসীদিগকে যে কথা বলিয়াছিলেন তাহা শুনিলে সে সাহস একেবারেই চলিয়া যায়। তিনি বলিয়াছিলেন:—
‘You are all full of hope that the turning day of your fortunes has come. I earnestly trust that these hopes may be realised and you may be assured that the new Government will take a pride in its seaport and will spare no efforts to contribute to its growth and prosperity. Chittagong will have to pay a price for its development. The approach to the town and the surrounding of the harbour are charmingly picturesque and commerce will demand greater sacrifices here than at your sister port of Karachi. Yet we must look forward unflinchingly to the day when green banks will gives way to lines of jetties, pontoons and warhouses, and when the foliage which now adorns the harbour front will be replaced by a bristling fringe of masts, funnels, and steam cranes’.
