Therefore, there had to be a settlement between them if the refugees were to return to their homes in safety and security. Mrs. Gandhi made it clear to Mr. Nixon that India never wanted war with Pakistan. At the same time. India could not ignore the warlike postures in Pakistan and the provocative statements of Pakistani military rulers.
