l )68ל י ( of the orders of His Honor'the Deputy-Governoo, of Bengal, conveyed to me in Mr. Under-Secretary Beadon's letter, No. 716, dated 27th August last, calling for an early reply to Mr. Offsolating Secretary Torrens' requisitions of the 18th September 1842, to the address of Mr. Officiating Accountant Thornhill, regarding Mr. Commissioner Rickett's proposal to reduce the amount of Security demandable from the Treasurer of the Bullocah DeputyCollectorship, and also to the orders of Government, addressed to former Revenue Accountants on the 2d June 1840, and 8th February and 13th June 1842, relative to the general question of increasing the Salaries of the several Native Treasurers of Revenue Collectorates at this Presidency. 2d. In obedience to the orders of the 2d June 1840, I have the honor to submit herewith a Statement shewing the different embezzlements which have taken place in Collectorate Treasuries from the year 1824-25 to 1839-40, and the sums recovered partially or in full from the responsible parties, adding, where necessary, brief notices of recovery or adjustment appertaining to those embezzlements to the latest date. This Statement, I beg to observe, includes those embezzlements only which were shown under the head of “Incshcieut Balance” in the Collectorate Treasury Accounts, pendin., recovery and adjustment, and is, therefore, • *clusive of any embezzlement of which the local Revenue Officer may have been able to effect a recovery before it could have appeared in the Treasury Account as an item of Inefficient Balance, t. c. before the expiration of the month within which the sat t of an embezzlement having taken place was discovered and adjusted dd. With reference to the 2d para of the orders of the 2d June 1840, in which Government desired an opinion as to be proper amount of remuneration which should be given to Native Trea"surers, as well as the sum which it would be sufficient to take from them as security to cover all risks, I have the honor to submit herewith a Statement (No. 2,) shewing the amount of gross receipts under all the several heads of Account of each of the Revenue Treasuries at this Presidency, assumed on an average of the past five official years, ending with April 1843; the present amounts of Security and of Salary of the several Native Treasurers ; and those which, at the desire of Gov runent, I now respectfully submit should be permitted to obtain hereafter, as being perhaps better adapted to existing circumstances of difficulty in respect to procuring Officers of this description for Mofussil 'ollectorships. It will be observed that in the Statement in question I have preserved the maximum amount of security at the figure approved by Government on the 11th June 1836, viz. Fifty Thousand Rupees ; but that instead of assuming the minimum at Twenty-five Thousand Rupees (also approved of in those orders), I have ventured to modify the plan by suggesting the adoption of four Classes of Security, viz. Government Gascoe, 25th March, 1845.] •o | কুজারি তারিখে এবং ১৩ জুন জ্ঞ৮ রিখে গবৰ্ণমেন্টের যে হুকুম রেবিনিউর সাবেৰ আজোঁcै जादए८वङ्ग धडि कांग्लांन भिब्रांब्लिकन डांशद्भ ॐखद्र আগেীগে পাঠাই । १ । sv8• जप्लिङ्ग २ ब्रूब खiर्ङ्गिंधङ्गं चकूटषङ्ग चमूসারে ১৮২৪ । ১৫ অবধি ১৮৩৯ । ৪ • সালপর্য্যন্ত মান কালেকটরীর খাজানাখানায় ষত টাকা তছরফ হুইয়াছে এবং দায়ি ব্যক্তিরদের স্থানে সম্পূর্ণব অসম্পূর্ণরূপে যত টাকা উসুল হইয়াছে তাহার এক কৈফিয়ৎ পাঠাইতেৰি এব^ আবশ্যকত্রুমে সৰ্ব্ব শেষ তারিখপর্য্যন্ত ঐ ভছবীল তছরূফের টাকা উসুল বা নিষ্কপত্তির সংক্ষেপ বিবরণ লিখিতেছি । এই বিষয়ে আমার বক্তব্য যে টাকা উসুল ও নিষ্কপত্তি হওনের কালে তছরফহওয়া যে টাকা কালেক্টরীর খাজানাখানার হিসাবে “ পাওনা বাকী টাকা" এই খাতায় লেখা আছে কেবল সেই টাকা আমার এই কৈফিয়তের মধ্যে আছে অতএব ভছরফহওয়া যে টীকা খাজানাখানায় হিসাবে “ পাওন বাকী টাকার" খাত্তায় মধ্যে না লিখিতেই উসুল হটয়াছিল অর্থাৎ যে মাসের মধ্যে তহবলৈ ভছরূফের কর্ম ধরা পড়িয়াছে সেই মাসের শেয ন হইতে যে২ টাকা উসুল হইয়াছিল এইমত তহসীল তছরূফের টাকা আমার এ কৈফিয়ভের মধ্যে নাছি । ৩ । ১৮৪৭ সালের ২ জুন তারিখের হুকুমের ২ দফায় বিধান ছিল যে এদেশীয় খাজাঞ্চীরদিগকে যে মাৰ্ছিয়'ন দেওয়া উচিত এবং উীহারদিগকে অপপহওয়া টাকার ঝুঁকী বুবিঘা যত জামিনী লওয়া উপযুক্ত এই দুই নিময়ে আমি আপন অভিপ্রায় লিখি । সেই হুকুমসম্পর্কে আমি এক্ষণে (২ নম্বরী) এক কৈফিয়জ, জয়গেল কবিত্তেছি তাহার মধ্যে এই২ বিষয় লেখা আছে বিশেযতঃ ১৮৪৩ সালের আপ্রিল মাসের পূৰ্ব্বে পাঁচ সরকারী সালের গড়ে ষ্টিসাব করিয়া প্রতিবৎসৱে এই রাজধামীর অধীন রাজস্বের প্রত্যেক খাজানাখানায় নানা খাতার মোটে যত টাকা জমা হইয়াছিল তাহার সAখ্যা এবং এক্ষণে এদেশীয় নানা থাজার্থীরদের যে জামিনী দিতে হয় এবং তাতার ষে মাহিয়ান পান তাঙ্ক এবং গবৰ্ণমেটের ইচ্ছানুসারে যে জামিনী ও যে মাছিযানার সংখ্যা স্থাপন করিডে অামি পরামর্শ দিতেছি ভাহা । মফঃসঙ্গের খ৮ জানাখানার কর্মের নিযিন্ত খাজাঞ্চী পাইবার বিশ্বকে এক্ষণে - ষে দুঃসাধ্যতা দেখা যাইতেছে তাহ বিবেচন। করিয়া আমি এ প্রকার পরামর্শ দিতেছি। আমার ঐ কৈফিরতের মধ্যে আপনি দেখিবেন যে শ্লষণমেন্ট ১৮৩৬ বহাল রাশিয়াছি কিন্তু সেই তারিখের কুমে কুন काङ्ग आश्चिम स्वी८ •ffछन्ण इजीङ्ग छेक्षा दे ঐ নিরষেয় অন্তর করিয়া চারি সম্প্রদায় बाग्निब दिह बहिप्ड •नहाब* निcड*ि । o
