Ordered, that the papers noted in the Margin” be returned to the Bengal Office with a copy of a report from the Accountant, dated 2d instant, and the remark that if that Officer is correct in aseuming that the subscriptions in question have become Government property, the charges paid from them should be passed by the Civil Auditor, and the course that the Collector should have adopted was to obtain from the Bengal Government in the Education Department the requisite sanction to these charges before forwarding his Bill to the Auditor for Audit. It now therefore only remains for the IBengal Government in the Education I)epartment, if satisfied with the propriety of the cluarges, to authorize the Auditor to pass them. 2d. If on the other hand the subscriptions are anof the property of Government, and yet have been properly received by the Collector in his public capa“ty for safe custody only the Accountant should have directed the Collector to credit them, not to t it.
