P.'s India Committee, Sir John Wardlaw-Milne, stated in the House of Commons : “No pledge given by any Secretary of State or any Viceroy has any real legal bearing on the matter at all. The only thing that Parliament is really bound by is the Act of 1919.” ৭৬-৭৭ পৃষ্ঠা হইতে— Lord Rankeilleur, who was for many years Chairman of Committees and Deputy Speaker in the House of Commons, and so may be assumed to speak with some authority, said that we were bound by the preamble to the Government of India Act of 1919, but by nothing else.
