I beg of her of verify the statement with great accuracy, because if Pakistan has declared war against us, it is one matter. But if Pakistan has simply said, it has declared a state of war, it is a different matter. Declaration of a state of war is a statement made be the state of Pakistan to its own people and is still undeclared war. But so far as we are concerned, war exists. This is the occasion to hand over the exist permit to the High Commissioner of Pakistan here, which takes away whatever inhibitions there may have been in the way of the recognition of Bangladesh.
