Dated, Bhagalpur, the 29th January, 1895. SIRS, We the undersigned have the honor to acknowledge receipt of your Circular letter, dated the 5th instant, addressed to each of us severally. In reference to the first of the proposals mentioned in your letter we beg to state that looking at the standard of eligibility the youths of the country have to attain to for entitling themselves to academical honors as well as for qualifying themselves for service and various kinds of profession, we consider it essentially necessary that training in the case of students, preparing for the Entrance Examination, should be so directed as to enable them to have a fair knowledge of English. We beg humbly to state it as our opinion that the system of instruction proposed in your letter, in reference to History, Geography and Mathematics, may not be a helpful one for the purpose. Such a system may with advantage, so far as instruction in History alone is Concerned, be introduced in the lower classes of Entrance schools i.e. in classes lower than the Fourth, as the study of English text-books in the subject is a task too difficult for students of those classes to manage. In regard to the other two subjects, however, we would be for English text-books being used even in those classes, in order that the technical expressions in reference to the subjects may be mastered by the students in English. In reference to your second proposal we beg to state that a cultivation of the vernacular by the youths of the country, we consider to be really desirable, and in view of this we should advocate that fair proficiency in their vernacular should be demanded as an item of qualification on the part of candidates for the F. A. and B. A. Examinations. We may state, however, that students preparing for the said examinations have already to attend to good many subjects, and so we should suggest that instead of separate text-books being prescribed for the candidates in their vernacular, composition in and translation to it be made a part of the required test.
