If text books on History, Geography and Mathematics written in vernacular languages be introduced into the Higher class English Schools as many teachers will be required to teach one class as there will be students of different vernacular languages in it. It would be utterly impossible to employ so many teachers in any school. On the other hand unless sufficient number of teachers knowing the different vernacular languages of the Calcutta University be engaged in each institution, many will be deprived of their desired education. In Bengal proper the number of students reading Hindi, Asamese, Urdu and Uriya is very small. Under the proposed scheme there must be either teachers who know those languages or the students whose vernacular languages are Hindi, Urdu, Asamese and Uriya must be refused admission. It is impossible to set up separate schools for boys having separate vernacular. Bengalis serving in Urisya and Behare can not establish schools there for their children. For this reason I think the proposal falls to the ground. For the improvement of the mother tongue I propose that the status of the Normal schools and the Madrasas be improved. Instead of three classes there should be four classes in Normal schools and Madrasas. English should be made an optional subject from fourth year class to the last class of the Model schools and all the privilegs of the Bachelors of Arts should be allowed to the English knowing students who pass their final examination from those institutions History, Geography and Mathematics may, then, be of the same standard as they are in Colleges. English being optional subject, opportunity will be offered to the poor boys to go up to the fourth year class as they do now to the third year class and turn out Pandits and Mokteers as they chance to be. Rate of fees should be higher for those who take up English as their optional subject. In that case the Higher Class English Schools will gradually dwindle and the Middle English Schools, Normal Schools and the Madrasas will every day flourish. The rich students only will then attend the Higher Class English Schools and Colleges. Great improvement will then be inade to History Geography, Mathematics and Science of this country and the vernacular languages will improve as their importance will gradually increase. Those who intend to go over to England for Civil Service or education or those, whose aim is to master all those subjects in English for improving them in the vernacular languages, may join the Higher Class English Schools and Colleges. Books on all those subjects may then be translated into the Vernacular Languages by those who will master them in Colleges either here or in England. As the number of students will then positively increase in Normal Schools and Madrasas the translation of books on History, Geography, Mathematics and Science will be profitable to the translators.
