( ৩৫৮ ) নিবাৰণার্থ ফিধি থাকিবার সম্ভাবনা অাছে । এবং যেহে তুক পূৰ্ব্বোক্তমতে যে আইনকৰণেব সম্ভাবনা আছে সেই আইনেৰ মধ্যে এমত বিধান থাকিবাব কম্প আছে যে ভারতবর্ষহইতে যে মজুরের মরিচ উপদ্বীপে গমনোজ্যত আছে তাছারদের নেগাষ্ঠ বানী ও বক্ষাকবণেব এবং কর্তৃতত্ব করণের নিমিৰ ভাৰতবর্যের মান বন্দরে ও স্থানে ভাবত বর্ষেৰ ক্ৰযুত গবরনর জেনবল বাহাদুব কাৰ্য্যকারকদিগ কে নিযুক্ত করিবেন। এবং যেহেতুক অনুমান হয় যে ঐ মরিচ উপদ্বীপের মধ্যে ভারতবর্ষহইতে মজুৰ আন য়নেব যে খরচ হয় তাহ ঐ উপদ্বীপেৰ ৰাজস্বহইতে দেওনের বিষয়ে ঐ উপদ্বীপে এক অাইন জাবী হুইবেক । এবং যেহেতুক ঐ খৰচেৰ সুনিয়মকৰণের বিষয়ে এবং ভারতবর্ষহইতে ঐ উপদ্বীপে মজুৰীপ্রভৃতি অনিয়নকব পেতে মন্দাচরণ নিবারণকরণেব বিষয়ে মবিচ উপদ্বীপে আইনকৰণেয আবশ্যক আছে । অতএব প্রীগ্রীমতী মহা বাণীর ছজুব কৌন্সেলের পবামর্শক্রমে ফ্রঞ্জমতী মহা রাণী হুকুম করিতেছেন যে ভাবভবর্ষহইতে দেশান্তৰে গমনের নিবাবগার্থ যে আইন চলন আছে তাহ বদ কবর্ণেব বিষয়ে এবং ভারতবর্ষীয় ব্যক্তিবদিগকে মবিচ উপদ্বীপে গমনকরণেৰ অনুমতিদেওনেব বিষয়ে ভাবত বর্ষেব মধ্যে যদি কোন আইন জ্ঞাবী হয এব^ যদি ঐ অাইনেব মধ্যে এমত বিধান থাকে যে ভাৰতবর্ষেব বন্দব হইতে মরিচ উপদ্বীপে গমনোদ্যত ব্যক্ৰিবদেৰ বক্ষাকব গার্থ গ্রযুত গবরনর জেনরঙ্গ বাহাদুব ভারতবর্ষহইতে বস্তুহুওনেব নিরূপিত বন্দৰে কাৰ্য্যকাবকদিগকে নিযুক্ত করিতে পারেন তবে এই হুকুমেব শামিল যে তফসীল আছে তাহাৰ নিৰ্দ্ধাৰিত সকল নিয়ম ও বিধান মবিচ উপ দ্বীপে আইনেৰ ন্যায় বলবৎ ও জারী হইবেক এবং ঐ উপদ্বীপের মধ্যে প্রশ্ৰীমন্ত্ৰী মহাৰাণীৰ যে দেওয়ানী ও যুদ্ধসম্পৰ্কীয় সমস্ত কর্মকাৰক থাকেন তাহাবা এবং ঐ উপদ্বীপের মঞ্জীর সকল প্রজা আপন২ সাধ্যপর্য্যন্ত ঐ সকল নিয়ম প্রতিপালন ও জাবী কবিবেন ইভি । এব^ গ্ৰীমতী মহাবাণীর বাজ্যের এক প্রধান সেক্রে টাবী ত্রযুক্ত লার্ড ষ্টানলি সাহেব এই বিধানসম্পৰ্কীয যে সকল হুকুমেব আবশ্যক হয় তাহ দিবেন ইতি। সি গ্রেবিল । উক্ত বিধানেৰ নির্দিষ্ট তফসীল অর্থাৎ ভাৰতবৰ্ষ হইতে মৰিচ উপদ্বীপে যে সকল ব্যক্তি গমন কবে এবং পছছে তাহারদের বিষয়ি নিয়ম ও বিধান ইতি । ১। ভারতবর্ষেৰ এৰুত গবর্নর জেনবল বাহাদুব ভার ভম্বর্ষের যে২ বন্দর অথবা স্থান হইত্তে দেশান্তৰ গমন কবি ব্যক্তির্বদিগকে মৰিচ উপদ্বীপে গমন কৰিতে অনু মতি দেন সেই২ বন্দৰ বা স্থানে মবিচেব গবরনর সাহেব যে ব্যক্তিরদিগকে উচিত বোধ কবেন তাহাৰ দিগকে দেশান্তর গমনেব কার্য্যেৰ এজেন্টী কর্মে সময় কয়ে নিযুক্ত করিতে পাবেন এবং মৰিচ উপদ্বীপে যাহার এইরূপে পছছে তাহারাদেব বক্ষাকরণার্থে উপ যুক্ত ব্যক্তিকে সময়ে২ নিযুক্ত কবিতে পাবেন ইতি । ২ । ভারতবর্ষের মধ্যে যে২ ব্যক্তি এইরূপে এজেন্টী কর্মে নিযুক্ত হন তাহাৰ মরিচ উপদ্বীপে গমনকাৰি ব্যক্তির দেব সংখ্যানুসাবে মেহনত্তালা পাইবেন না কিন্তু সালিয়ানা বেতন পাইবেন ইতি । ৩ । এই মত দেশান্তব গমনকাবি ব্যক্তিবদেব প্রভোক এজেন্ট সাহেব যে বন্দবে বা স্থানে নিযুক্ত হন সেই বন্দৰ বা স্থানহইতে গমনকাবি প্রত্যেক পুকম্ব বা স্ত্ৰীৰ সঙ্গে নিজে কথাবাৰ্ত্তাব দ্বাব! এই নিশ্চয় কৰিবেন যে ঐ
