FORT WILLIAM, HOME DEPARTMENT, LEGISLATIVE, The 13til MAR cit, l8 17. The following Draft of a proposed Act was read in Council for the first time on the 13th of March 1847 : Аст No. л— ок. 1847. An Act for the encouragement of learning in the Territories subject to the Gorernment of the East India Company, by defining and providing for the enforceтстt of the right callel Copyright therein. Whereas doubts may exist whether the right ealled Copyright can be enforced by the Common Law of England in those parts of the Tcl ritories subject to the Government of the loast India Counpany into which the Common Law of England has been introduced : And whereas doubts may exist whether the said right can be enforced by virtue of the principles of equity and good conscience in the other parts of the Territories suljcet to the Governinent vf tho East India Company : And whereas for the oncouragement of learning it is desirable that the existence of the said right should be placed beyond doubt, and that the said right should be made capable of easy enforcement in every part of the said Territories: And whereas it is doubtful whether thc Act of Parliament 5 and 6 Victoria C. 45, entitled “an Act to amend the Law of Copyright,” although such Act extend to every part of the British Dominions, has made appropriate and sufficient provision for the enforcoment in every part of the said Territories subject to the Government of the East India Company of the said right by proprie [Government Gazette, 30th March, 1847.] আইনের মুসাবিদ। ফোর্ট উলিয়ম । দেশীয় ডিপার্টমেন্ট । লেজিসলেটিব । ইঙ্গরেঞ্জী ১৮৪৭ সাল ১৩ মার্চ । প্রস্তাবিত আইনের নীচের লিখিত মুসাবিদ। টঙ্গয়েঞ্জী ১৮৪৭ সালের ১৩ মার্চ তারিখে হজুর কৌন্সেলে প্রখমবার পাঠ করা গেল । * ইঙ্গরেঞ্জী ১৮৪৭ সাল—আক্ৰট । কোম্পানি বাহাদুরের শাসিত জেশের মধ্যে গ্ৰন্থস্বতন্ত্র নামক স্বতর নির্ণয় করণের এবং তাহ জারীর উপায় করণের দ্বারা ঐ দেশের মধ্যে বিদ্যার সাহায্য করণের আইন । যেহেতুক কোম্পানি বাহাদুরের শাসিত দেশের মধ্যে যে ২ ভাগে ইঙ্গ লগু দেশের “ কামন লা" নামক আইন ব্যবস্থার হইয়াছে সেই ২ ভাগে গ্রন্থ স্বভব নামক স্বতন্ত্র ইঙ্গলগু দেশের “কামন " আইনের দ্বারা ভারী হইতে পারে কি না এই বিষয়ে সন্দেহ হইতে পারে । এবং যেহেতুক কোম্পানি বাহাদুরের শাসিত দেশের অন্যান্য ভাগে ন্যায়বোধকতা ও যথfথতfর নিয়মের শক্তিক্রমে ঐ স্থত ভারী হইতে পারে কি ন? এই বিষয়ে ও সন্দেহ হইতে পারে । এবং যেহেতুক বিদ্যার সাহায্য করুণার্থ ষ্টক বাঞ্ছনীয় যে ঐ স্থত থাকনের বিষয়ে কিছু সন্দেহ না থাকে এবং ঐ ২ দেশের প্রত্যেক ভাগে উক্ত স্বজ্ঞ অনায়ার্সে জারী হইতে পারে । এবং যেহেতুক “গ্রস্তস্বত্বের আইন সংশোধনের আইন” এই নামবিশিষ্ট বিক্রটোরিয়ার পঞ্চম ও ষষ্ঠ বৎসরীয় ৪৫ অধ্যায়ের আহ্বট পার্লিমেন্ট যদ্যপি ব্রিটনীয় রাজ্যের সকল ভাগে বিস্তারিত আছে তথাপি কোম্পনি বাহাদুরের শাসিত উক্ত দেশের প্রত্যেক ভাগে গ্রন্থস্বতের অধিকারিদিগের ঐ স্বতর জারী করণার্থ উক্ত আক্ট পার্লিমেন্টের দ্বারা উপযুক্ত ও প্রচুর উপায় হইয়াছে কি না এব^ যে২ ব্যক্তিরা ষ্ট্ৰীমতী মহা
