( 12 ) medium of instruction in certain subjects up to the Entrance Examination of the Calcutta University, and of making Vernacular languages a part of the curriculum in the F. A. and B. A. Examinations of the University, I beg humbly to submit my views on the questions mooted therein. With reference to your 1st proposal I should think that should the Vernacular languages be made the medium of instruction up to the Entrance Examination of the Calcutta University in the following subjects, viz: History, Geography and Mathematics, it might facilitate the study of those subjects in our schools. But in view of the mixed character of the population of many of our schools, it may fairly be doubted whether such a step, however desirable on more grounds than one it might be, would be feasible. For, schools consisting of Hindi, Urdu, Uriya and Bengali speaking students, two on three sets of teachers would be required to teach the subjects now taught by one set, thus making the management of schools more expensive than at present. It would necessitate not only the entertainment of additional teachers (Pundits or Moulvis), but in many cases an increase of accommodation. Were it practicable to adopt one of the Vérnaculars of these provinces as the medium of instruction, the proposal, if carried out, would, in my humble opinion, be a change for the better. I would even go so far as to recommend its gradual extension to higher examinations of the University. With reference to the second part of the 1st proposal regarding the use of Vernacular languages as the medium of instruction in all subjects of study except the English language up to the standard of M. E. Examination i.e. to the 4th class of Entrance schools, I see the same diffieulties would arise in carrying out the proposal as stated above. As regards the second proposal to make the study of Vernacular languages a part of the curriculum in F. A. and B. A. Examinations in addition to Sanskrit, Arabic or Persian, the utility of the change proposed would, I should think, be admitted on all hands. For the present, however, instead of prescribing additional text books in vernaculars along with those in the classical languages, the proposal might be advantageously res tricted to composition in and translation into the Vernaculars being made a part of the required test.
