CALCUTTA, Iated Cuttack, the 29th January 1895, SIR, 端 In reference to your Parishad's circular letter dated the 5th January 1895, I have the honour to state that the proposal to make the vernacular languages the medium of instruction up to the Entrance Examination in History, Gcography and Mathematics is, in my humble opinion, objectionable on the following grounds. I. Want of suitable text-books in all the Vernacular Languages. 2. Under the existing system the percentage of failure in English in the Entrance and other Arts Examination is comparatively very high, and under the proposed system, not only will the percentage be abnormally higher but most of the students after passing the Entrance, will hardly be able to successfully compete at the F. A. Examination, the standard of which will continue to be fixed. A serious blow will thus be dealt to high education, which in these days of hard competition is scarcely to be de sired. As regards the proposal to make a vernacular language an additional subject of study in the F. A. and B. A. Examinations, I would beg to throw out a suggestion. As a classical language is one of the many alternative subjects in the B. A. Examination, it is desirable to have a paper on a vernacular language as an alternative to one of the two sanskrit papers now set in the F. A. Examination. It would in my opinion, save a great deal of time and labour of those who are now, against their will, compelled to continue the study of a classical language up to the F. A. Examination; and at the same time it would serve the end of both the Parishad and the University, the former having in view the encouragemant of vernacular literature and the
