I would accordingly still advocate the adoption of the vernacular of the country as the medium of instruction in classes lower than the fourth if such a system could be made compulsory on all schools alike; but for the pesent I would leave the higher forms alone, the system of education pursued in them being in my opinion better suited to the exigencies of the situation than the one suggested in your letter. 4.
