Ng share of this political power can come to you so long as the British Government remains where it is.” তাৎপৰ্য্য। ইংরেজ আমলের জাগে আপনাদের 'অস্পৃষ্ঠতা বশতঃ আপনার স্বশ্য অবস্থায় ছিলেন। ব্রিটিশ সরকার অস্পৃষ্ণতা দূর প্রবাসী-আশ্বিন, ১৩৬৭ [ ৩eশ ভাগ, ১ম খণ্ড ইংরেজ আমলের আগে আপনার গ্রামের কূপ হইতে জল তুলিতে পারিতেন না। সরকার আপনাদিগকে কূপের উপর অধিকার দিয়াছেন কি ? ইংরেজ আমলের জাগে আপনার দেবমন্দিরে ঢুকিতে পারিতেন না। এখন চুক্তিতে পারেন কি ? ইংরেজ আমলের আগে আপনাদিগকে পুলিস বাহিনীতে ভৰ্ত্তি হইতে দেওয়া হুইত না। সরকার আপনাদিগকে ঢুকিতে দেন কি ? ইংরেজ আমলের আগে আপনারা সৈপ্তদলে সিপাহী হইতে পারিতেন না। ঐ বৃত্তির দ্বার কি আপনাদের জন্ত এখন অবারিত ? ভদ্রমহোদয়গণ, এই সব প্রশ্নের কোনটিরই উত্তরে আপনার “ই” বলিতে পারেন না। যাহার এত দীর্ঘকাল ধরিব দেশের উপর ক্ষমতার অধিকারী হইয়া আছে, তাহারা অবশ্বই ভাল কিছু করিয়াছে। কিন্তু আপনাদের অবস্থাতে কোন ভিত্তিগত পরিবর্তন হয় নাই। আপনাদের সম্পর্কে, ব্রিটিশ সরকার দেশে যেরূপ বন্দোবস্ত বিদ্যমান দেখিয়াছিলেন, তাহাঁই গ্রহণ করিয়া ঠিক তাহ রক্ষা করিয়াছেন – যেমন একজম চীনা দরজিকে নমুনা স্বরূপ একটা পুরাতন কোট দেওয়ায় সে অহঙ্কারের সহিত ছেদ, ছিদ্র, তালিসমেও ঠিক তাহারই মত একটি নুতন কোট তৈয়ার করিয়া দিয়াছিল। আপনাদের নান৷ দুঃখ ক্ষতের মত হইয়া আছে, তাহার কোন প্রতিকার হয় নাই ; এবং আমি বলিতেছি, ব্রিটিশ গবষ্মেণ্ট, শ্রেষ্ঠ উদ্দেশ্ব ও নীতির দ্বারা চালিত হইলেও, আপনাদের বিশেষ দুঃখ সম্বন্ধে কোন পরিবর্তন সাধন করিতে চিরকালই শক্তিহীন থাকিবে । আপনার আপনাদের দুঃখ যেমন দূর করিতে পারেন, এমন আর কেহই পারে না , এবং আপনাদের নিজের হাতে রাষ্ট্রীয় ক্ষমতা না আসিলে আপনার তাহ দূর করিতে পারেন না। ব্রিটিশ গবশ্বেণ্ট যেখানে আছেন, যতদিন সেখানে থাকিবেন, ততদিন এই রাজনৈতিক ক্ষমতার কোন অংশ আপনার পাইতে পারেন না। ( অর্থাৎ ব্রিটিশ প্রভুত্ব থাকিতে অবনত শ্রেণীর লোকের রাষ্ট্রীয় ক্ষমতার যথাযোগ্য অংশ পাইবে না)।” ডক্টর আম্বেদকরের মতে কেবলমাত্র স্বরাজ দ্বারাই অবনত শ্রেণীর অভাব অভিযোগ দুঃখ দূরীভূত হইতে পারে ; कब्रिदाज़ खछ किछू कब्रिब्रांtझन कि ? , “It is only a Government which is of the people, for the people and by the people, in other words, it is only the Swaraj Government that will make this possible.” স্বরাজের আমলে তিনি ব্যবস্থাপকসভাসমূহে অবনত শ্রেণীর লোকদের জন্য যথেষ্টসংখ্যক নিৰ্ব্বাচিত প্রতিনিধি চান, এবং সমুদয় রাজকাৰ্য্যে তাহাদের জন্য যথাযোগ্য অংশ চান। ইহার ব্যবস্থা করা অসাধ্য ব। দুঃসাধ্য নহে। ঢাকায় মুসলমানদের অবস্থা ঢাকায় যখন উপজব চলিতেছিল, তখন সেখান হইতে প্রাপ্ত চিঠি হইতে এবং খবরের কাগজে প্রকাশিত ম্যাজিষ্ট্রেটের বর্ণনা হইতে জানিয়াছিলাম,
