( 9') The first proposal on which the committee invites opinion is, the afore to be strongly deprecated-The proper place of the vernhculars is is sh scheme of primary and secondary education-It can also with great ada. tage be employed in imparting technical education in which manipulation of material agents plays the chief part and the use of language only a subor. dinate part though even in these the storehouses of knowledge are at present accessible only through the English language. The second proposal via to make the study of vernacular languages a part of the curriculum in the FA and B A examinations, not in substitu. tion, but in addition to oriental classics, is less open to objection as it brings the vernaculars into competition with the classics on which the earning of a livelihood is not so closely dependent as on the English language-But as the study of the classics is a matter of national pride and as a thorough knowledge of them is essentially necessary for the improvement of the vernaculars any detraction from the scanty time now devoted to it is undesirable-Of course the question may well be asked as to whether the knowledge of sanskrit now acquired in the English colleges is of any practical use-The answer will naturally be that it is too superficial-The remedy is cither to make it more thorough or to dispense with it altogether, The proposal of the committee will do neither. The practical course for the wide diffusion of vernacular knowledge seems to be to confine attention to the vast field outside the operations of the university-The latter has objects with which the proposals of the committee seriously clash. The rule should be made to cone into operation at best three years after its passing. Where no textbooks in nuch vernaculars exist the candidates should still be allowed to
